Since parents can't stay at home with the kids due to lack of money, in this day, the parents need their kids to start school earlier. Head Start was implemented because the Government takes all our money and lets our employers not pay us what we are worth so that we Have to rely on the Robber Baron Government to provide for us and our kids. Even though the best teacher before 1st grade would absolutely be a parent.
