good guys vs bad guys

i heard a story the other day. A soldier in Afghanistan was killed by a gunman. I heard another story today. It said that the way to stop bad guys with guns was to have good guys with guns. I was confused. I thought that we had armed the police. I must be mistaken. Every state has concealed carry now. I expect to wake up to the news tomorrow morning saying that all these clairvoyant good guys killed all those bad guys.
and where is the line drawn on vigilant justice? Are we all cops now?
